Framework on the Basis of Web Service Technology

With the developing of spatial information and internet technology, marine management departments begin to design and develop information systems on the basis of GIS technology. It helps government to improve their work efficiency. However different departments use different technologies, different data formats and different work flows, and one department can not access other departments’ data or use their functions. It causes information island and resource waste. In order to solve these problems, this paper studies the coupling relation between web service and GIS technology, and designs the multi-level architecture of China Digital Ocean Information System based on SOA (Service-based Architecture), and discusses various application modes for users at different levels. At present, the current status of Chinese marine information construction can be summarized as following aspects. Firstly, the amount of data is large, but the utilization rate is not high. On one hand, with the developing of marine observation and investigation technology, especially the applications of remote sensing, radar and other new technology, people can get data easier and faster. The amount of data we have accumulated is very large, and we can provide more comprehensive original information for various researches than several years ago. On the other hand, data-use efficiency is relatively low. In addition to the constraints of data analysis technique, the more important reason is that data can not be effectively shared. The existing application model can’t provide an effective data access channel for outside users. Secondly, the number of systems is large, but the levels are irregular, and some constructions are repeated. Departments at all levels are building their own information systems. To a certain extent, it promotes the development of the information construction level. However, to the current stage, due to the difference of system platform, structure and data formats, it hinders the sharing of information between departments. In these systems, especially in business systems, many have the same basic work flow and functions. Such repeated construction is a waste of limited national resources. At the same time, local departments’ management personnel are not information professionals, so their construct and organize capability are limited. Therefore, the system’s level of construction is also uneven. Thirdly, professional systems can’t combine with decision-making systems very well. In professional fields, studies of all kinds of marine phenomena and disasters have been made certain achievements, and also many mature systems applied in disasters forecast and related analysis fields. However, most of these are still in the laboratory stage and could not combine with marine management systems well. There are two main reasons. Firstly, these systems require high expertise to the operational staff in general. Secondly, the operating system platform, input data formats and other requirements of these two kinds of systems are also inconsistent. It’s difficult to integrate them into one system directly

Based on the analysis of current level and the existing problems of Chinese marine information construction, this paper proposes a national information system design scheme on the base of web service technology. We design a four-layer framework structure and classification application mode for the Chinese digital marine prototype system, and realize the system According to this design. In this system, functions of professional system just combine with these of management system using a simple loose coupling way, and other better methods will be further studied in the future.
